Context

Faced with the demographic, institutional, economic and ecological transformations the Brussels Region is undergoing, significant work to reform planning and regulatory tools had become necessary. In this context, the Regional Planning Regulations (Reglement régional d'urbanisme RRU) appear as a regulatory tool which must evolve in line with the new practices and new challenges of the Region.

Mission

The mission consisted in proposing a complete rewrite of the RRU. All the sections and illustrations that make up the regulations have thus been reviewed in order to respond to demographic, urban and ecological challenges.

Approach

To address this mission, we carried out major diagnostic work on the current functioning of the regulation (consulting actors and users of the text), as well as benchmarking regulatory texts abroad. On this basis, a proposal for a complete overhaul of the text was proposed and debated with the administration and in workshops grouped around 4 themes: housing, public mobility/spaces, environment, urban industry.
