Masterplan and Programming
Context
French territorial planning mechanisms, stemming from decentralization laws, coordinate the actions of various levels of public authority. The “Projet Partenarial d’Aménagement” (PPA), or Partnership-based Planning Project, is a tool that enables this type of strategic, contract-based governance within complex contexts, bringing together local representatives and State agencies.
The PPA aims to foster inter-institutional dialogue. It is structured around three key ambitions: facilitating public action, encouraging experimentation and innovation, and negotiating an effective strategic and operational framework. The ultimate goal is to achieve a convergence of local stakeholders, tailored to local conditions.
Mission
The PPA aims to implement a plan comprising around fifty actions, developed collaboratively by the various stakeholders. These actions seek to improve the alignment of the RN20 and its integration into the landscape, at both local and large scales. Local realities, including the political context, land-use issues, and environmental challenges, are taken into account to propose a development scheme tailored to the territory's specific characteristics.
Approach
As the route transitions from a northern section directly linked to Paris to a southern stretch opening onto the Beauce plain, the challenges regarding the development of the areas surrounding the RN20 vary significantly. To better address these issues, we focused our work at the level of the inter-municipal authorities (EPCIs); consultations with them revealed starkly contrasting realities on the ground.
By focusing on the road corridor and its immediate surroundings, we identified six spatial typologies and thirty-four distinct segments along the entire route. For each, we have formulated development recommendations tailored to the local context, a set of prioritized proposals designed to serve as decision-making tools for local public authorities.
